1.1 |
The name of the scheme is "The European Masters in Language and
Speech" (EM-L&S) |
2. |
Purpose |
|
2.1. |
The EM-L&S aims to promote higher education and training of students
in both Natural Language Processing and Speech Communication Sciences. |
|
2.2. |
The EM-L&S will achieve its purpose by: |
|
- defining conditions for a student to receive the EM-L&S certificate
- stimulating universities to develop curricula in such a way that a student can satisfy
the EM-L&S conditions
- stimulating exchange of students among universities
- promoting student placements in industry
- organizing intensive courses
- promoting the EM-L&S studies
- any other means
|
3. |
Members |
|
3.1. |
Any Institution can be a member of the EM-L&S. Registration as a
member is carried out by the Board after verification that the applicating Institution has
sufficiently shown interest in the EM-L&S. |

3.2. |
Membership shall end by resignation. |
|
3.3. |
The Board shall keep a register of names and co-ordinates of the
EM-L&S members and their representatives. |
4. |
Board |
|
4.1. |
The Board has a maximum of 15 members. The Boards of ISCA and EACL each
have the right to appoint one member to the Board. Each participating Institution with an
approved curriculum for the EM-L&S can nominate one representative to the Board. The
term for a Board member is four years. Consecutive appointments are limited to two terms.
Apart from the Board members appointed by ISCA and EACL, Board members will be elected by
secret ballot. They will be voted by the majority of EM-L&S representatives (one
representative, one vote). |

4.2. |
The Board elects among themselves an Executive Committee of three persons.
One member of the Executive Committee will be Chairperson and one Secretary. |

4.3. |
The Board meets as often as necessary but at least once a year, convened
by its Chairperson |
|
4.4. |
Decisions are made by absolute majority of votes. Decisions concerning
persons shall be by secret ballot. Decisions can be made electronically. |

4.5. |
Board members appointed by ISCA and EACL have veto-right. |
5. |
Advisory Panel |
|
5.1. |
The EM-L&S has an Advisory Panel. |
|
5.2. |
The Board invites persons to become a member of the Advisory Panel. |
|
5.3. |
Members of the Advisory Panel have the duty to advise the Board on request
or of its own will in all matters concerning the EM-L&S. |
6. |
Contents of the EM-L&S |
|
6.1. |
The contents of EM-L&S (and changes to it) are decided by the Board
after consultation of the Advisory Panel. |
|
6.2. |
The contents of the EM-L&S are published on the Internet and by any
other suitable medium. |
|
6.3. |
If the contents of the EM-L&S are changed by the Board, all members
are notified. Members are given one year to show how they comply with the new
requirements. The Board decides on approval of these proposals. |
7. |
Application |
|
7.1. |
Any European Institution for Higher Education can submit a proposal to
join the EM-L&S. |
|
7.2. |
An application should at least contain: |
|
- an explanation of how the EM-L&S fits into the full educational programme
- a description of courses at the University that cover the requirements for the
Em-L&S. For each course, the description should contain
|
|
- short contents of the course
- ECTS units related to the course
- books or other materials used in the course
- didactic methods used in the course
- example excercises and/or exam questions and/or project questions
- the coverage of the course with respect to the contents definition of the EM-L&S
- proposals as to how students can obtain education that is not be provided by the home
university, and the measures taken to acknowledge these studies
- measures taken to participate in programmes that
- facilitate international exchange of students

- the examination committee that decides whether the EM-L&S certificate will be given
to a student
- the national degree a student will obtain

7.3. |
The submission should be sent to the Secretary of the Board. To join the
EM-L&S during some academic year, the submission should be received at least one year
in advance. |

7.4. |
The Board will decide within 6 months. |
|
7.5. |
Approval of a proposal will hold for a period of four academic years. For
continuation of participation a renewed proposal has to be submitted that fulfills all
conditions set in 6.1-6.3. |
8. |
Certificate |
|
8.1. |
The examination committee of the curriculum for which the EM-L&S has
been approved decides whether a student has fulfilled all conditions set to the
EM-L&S. |
|
8.2. |
The examination committee informs the Secretary of the Executive Committee
about the name and co-ordinates of the successfull student, and sends him/her a
certificate filled with necessary information and signed by the University's
representative (preferably the chair of the examination committee). |

8.3. |
The Secretary of the Executive Committee sees to it that the student
receives the certificate, signed by the presidents of ISCA and EACL. |
